Application and Approval Process

John G. Williams Scholarship Foundation loans shall be made upon approval by the Board of Trustees to deserving Pennsylvania residents for their college education at approved institutions, including colleges, post-graduate institutions, and advanced and/or professional educational institutions.  No particular courses of study are required, but all must be acceptable to the Foundation.  The Foundation's primary purpose shall be to provide financial assistance for college level education.

Selection

1.         Applicants designated for financial assistance shall be chosen by the Board of Trustees, who may require that the applicant appear for a personal interview. There is no set amount awarded to an individual. Awards are made considering the number of qualified applicants and the sum of money available to dispense.

2.         Each applicant will be required to give authorization for the institution of higher learning to release to the Foundation records of his or her work and any other pertinent data.

3.         The Foundation must be satisfied that the applicant intends to pursue his or her education for at least one year at the institution of his or her choice.

4.         Recipients shall be required to submit to the Foundation, by June 15 of each year, a current transcript of grades, a  progress report essay and a new complete application package, in order to be eligible for continued financial assistance.

Financial Assistance

1.                  Financial assistance is a low-interest scholarship loan, which the applicant shall be required to execute a promissory note for such amount, payable to the Foundation in not more than 120 equal monthly installments, commencing on the first day of the 12th calendar month after he or she ceases to be a full-time student.  The loan shall bear no interest until one year after the applicant ceases to be a full-time student, at which time the interest rate shall be 3 percentage points below the prime rate of the Chase Manhattan Bank of New York.  Prepayment of the scholarship loan, in whole or in part, may be made at any time or times without penalty or premium.  One purpose of the scholarship loan program is to encourage financial responsibility by the applicant, and to encourage the prompt repayment of funds when the applicant’s earning ability justifies, thereby making financial assistance available to other worthy students.  To the extent that an applicant responsibly discharges his or her obligation to the Foundation by the prompt repayment of the scholarship loan, he or she will contribute to the success of the Foundation.

2.                  Currently, the Foundation is only awarding low-interest loans. No grants are available.
